Sally Phelan was a woman who lived in the alternative universe nicknamed "Pete's world".
On the night before her wedding to a man called Gareth, she and many other humans were upgraded into Cybus Cybermen.
An upgraded Sally now without any human emotions patrolled the Cybus factory while other Cybermen began to upgrade the other humans.
She soon encountered the Tenth Doctor and Mrs Moore. Mrs Moore activated an electromagnetic pulse bomb, which destroyed her emotional inhibitor and her emotions returned. Sally told the Doctor and Mrs Moore who she was and asked where Gareth was. The Doctor knowing that she was in pain, decided to peacefully end her life to end her suffering.
